The recent and continuing national attention paid to child support payment delinquencies and welfare and unemployment insurance abuse has led many states to beef up their new hire reporting requirements in an effort to help identify and locate alleged abusers. Congress decided to mandate new-hire reporting nationwide in its effort to reform the welfare system. As of 10-1-97, new-hire reporting will be mandatory in every state. States that already have reporting programs will have until 10-1-98 to meet the federal guidelines. This page contains Alabama through Maine. To see the rest of the states click here.

Alabama requires employers to report, within 7 days, a new hire's name, SSN, and date work begins to the Alabama Department of Industrial Relations, UC Technical Services Section, 334-353-8491, using Form W-4 or equivalent.

Alaska requires employers to report new hires within 20 days of hire or rehire. Report must include new hires' names, addresses, SSNs, dates of birth, and dates of hire to the Child Support Enforcement Division, Employer Reporting Program, 907-269-6832, using Form W-4 or equivalent.

Arizona, requires employers to report, within 20 days, a new hire's name, address, SSN, and state of hire (if multi-state employer) to the Arizona New Hire Reporting Center, 602-340-0555, using W-4, new hire form or equivalent.

Arkansas requires employers to report all newly hired and rehired within 20 days, a new hire's name, address, and SSN to the Division of State New-Hire Registry, Arkansas Employment Security Department, 501-682-6039, using form W-4 or equivalent.

California
requires all employers to report, within 20 days, a new hire's name, address, SSN and start-of-work date.  You must include the employer's name, address, EDD account number and FEIN. Send all reports to EDD, PO Box 997016, MIC 23, West Sacramento CA 95799-7016, (916) 255-0951, magnetic media information call (916)651-6945.  Form DE 34 is recommended however form W-4 is acceptable if the additional required information is included.

Colorado requires employers to report all new and reinstated employees who will be engaged for more than 30 days, to the state directory of new hires within 20 days. Report must include employee's name, address, and SSN. Submit to Colorado Department of labor and Employment, Division of Employment and Training, New Hires, 303-866-3936, using form W-4 or equivalent.

Connecticut
requires employers to report, within 35 days, a new or rehire's name, address, and SSN to the Department of Labor, 860-424-5044, using Form CT-W4.

Delaware requires all labor unions and employers in the state to report newly hired employees within 20 days to the Delaware health and Social Service, Division of Child Support Enforcement, 302-577-4815 ext 249, using form W-4.

Florida
, until 10/1/98, requires employers with more than 250 employees to report, within 14 days, a new hire's name, SSN, and date work begins to the Department of Labor and Employment Security, Division of Unemployment Compensation, Bureau of Tax, 904-922-9590, using LES Form UCT-1NH.

Georgia requires employers to report, within 10 days, a new hire's name, address, SSN, and date of birth to the Division of Family and Children Services, Child Support Enforcement, Employer Reporting Program, 404-657-2498, using Form W-4.

Hawaii requires employers to report, within 20 days, a new hire's name, SSN, and date of hire to the Unemployment Insurance Division, Department of Labor and Industrial Relations, 808-587-3695, using Form UC-BP-5(A).

Idaho requires employers doing business in the state to report newly hired employees within 20 days to the state registry of new hires. Report is to include employees name, address, SSN, and date of hire/rehire. Send to Idaho Department of Labor, 800-448-2977, using form W-4 or equivalent

Illinois
requires employers to report, within 20 days, a new hire's name, address, and SSN to the Office of Child Support Enforcement, 800-327-4473, using form W-4 or equivalent.

Iowa
requires employers to report, within 15 days, a new hire's name, address, SSN, date of birth, and his eligibility for dependent health care coverage and the date of availability of coverage to the Central Employee Registry, 515-281-5331, using Form IA W4.

Kansas requires employers to report new hires who answer yes to form I-9 within 20 days to the Department of Human Resources, 913-296-3237, using form W-4 or equivalent. Must report employee name and SSN.

Kentucky requires employers to report, within 7 days, a new hire's name, SSN, and date of hire (or date on which employment was refused) to the Cabinet for Human Resources, Division of Unemployment Insurance, 502-564-2285 ext. 466, using Form UI-414 or UI 414A.

Louisiana requires employers to report, within 20 days, a new hire's name, address, SSN, and date of hire to Child Support Enforcement, 504-342-4787, using Form W-4 or equivalent.

Maine requires employers to report, within 7 days, a new hire's name, address, SSN, and date of hire to the Human Services Department, 207-287-2886, using Form W-4.
